Eli's doing it again.

It's the talk of Heaven. Every so often, a figure will arrive through the Pearly Gates, look at a piece of paper, look at a map, then make his or her way to the Celestial Tribunal. He'll bang on the doors, be let in, and ask to see Dominic (usually: sometimes he or she will ask for "Nikki", or "The Cloaked Guy", or even "His Most Exalted High Lord Truant Officer"). Eventually, she'll get to Dominic's outer office, then wait until the Archangel of Judgement has shown up. At that point the visitor will explain plaintively that Dad had said to come up here and go work for Heaven, and that Dominic would be the best person to explain everything, and is it true that I'm really an angel? Wow…

This is driving Dominic nuts, naturally, but it's also confusing him. The Archangel of Creation is apparently creating new Servitors of Creation… on the corporeal plane. This was widely assumed to be impossible, although that might just be because no one's ever been frivolous enough to actually try. Eli hasn't exactly been a model of seriousness lately, of course. There are three main possibilities. First, Eli's been sneaking back up to Heaven to create new angels, then bringing them down to Earth for intensive training. Dominic would prefer this, really, even if it means that his monitors aren't up to snuff. Second, Eli's using a particularly weird variant of either the Songs of Fruition or Life. Troublesome, but not an immediate disaster. Third, it's been possible all along for Eli to create full angels, anywhere in the three planes.

This last concerns Dominic (and the Council) for two reasons. One, although the angels that Eli's been sending upstairs aren’t any trouble (they've been skewed towards Malakim and Ofanim, for some reason), one does wonder if Eli's sending up all of his new children. There may be an entire wing of Creationers out there that nobody knows anything about.

Two (and even more disturbing), this trick may be reproducible by any Superior. After all, when the Grigori got exiled, a couple of Archangels went with them…
